I dont think Toyota lied about their MPG. MPG varies due to conditions such as the way the driver drives, where that person drives, on the road or highway and much more. All car makers give 2 MPG city and highway because most people do drive both and due to that there is a mixture from the highest MPG to the lowest. On average most cars get between the numbers. A lot of conditions plays a role in how much MPG a car can get.
