toyota tacoma turn signals?

ok i have an 01 tacoma that has turn signals in the bumper instead of fog lights i want fog lights instead of the turn signal has anyone done this or how is this possible.....instead of having a blinking yellow bulb how can can i get the bulb after i replace it with a clear bulb to flash along with the headlights whenever it is put at the highest light level
fyi- tacomas have turn signals next to the headlights
