Toyota RAV4 trailer hitch too low. How can I get more height?

I have an '06 RAV4 and I recently installed a Hidden Hitch trailer hitch so that I could use a 20x48" cargo carrier for our summer vacation. But the cargo carrier scrapes on the ground when backing out of our driveway or pulling into parking lots where there is a transition from level ground to an incline. Also, I picked up a bike rack, and this too scrapes on the ground, although not as bad as the cargo carrier. I'd say the carrier has only about 6" clearance when loaded with four beach chairs and a canvas duffel bag loaded with some beach blankets, shoes, etc. (i.e. a light load).

Is there an adapter I could use to get more height out of the trailer hitch receiver? I've seen these 4" hi-low drops that look like they'd do the job but the description of their use doesn't sound like what I need.

Any suggestions?

Is the carrier properly assembled? There should be more than 6" of clearance. Maybe a welding shop could modify the carrier and bike rack drawbars to raise them up higher.

When leaving or entering the driveway, try crossing the apron/curb at more of an angle. This will buy you a little more clearance.
