Toyota highlander air filter?

i was replacing the air filter and cleaning the box on my 2004 toyota highlander and i noticed that in the top part of the box there is a second filter that is different from the one i replaced. i tried to take it out to see i i could replace that one but it wouldn't come out. it looks like it was made to have 2 filters and was just wondering if it is supposed to have 2 filters
 
Yes, it is a cabin filter to clean air going into the ventilation system. One should be a pre-charger & the other is the HEPA filter. They can be difficult to get out.
