Toyota Corolla Verso 2.2 D4-D showin up fault code P1251 - Step motor for turbocharger.

what & where is it? some time the car revs okay and some time it doesn't go over 2800rpm, but it doesn't pick the speed up while driving. Engine management light showing up.
i have got Snap-On Diagnostic Machine, so i checked the fault code my self and its givin me this code with a little descriptionon.
P1251 - step motor for turbocharger (intermittent)
