Toyota Camry steering wheel shakes when braking?

Sounds like (from other peoples similar questions) that it may be my rotors? Are the rotors part of my brakes or something else all together? How much would I expect to pay to have them replaced vs. machined? Im just looking for a ballpark figure here since Ive had bad experienced being screwed over by mechanics (seeing as Im a complete idiot when it comes to cars :) Thanks!
If it helps, my car is a 98 with over 200k miles. The steering wheel shakes whenever I brake (driving slow...fast..whatever). No noise.
 
its yr rotors alright.
if the front suspension is all well.
the rotors is the circular part of the car that the brake pads press against to make the car stop.
in trinidad i'll cost about 300tt to have them machined and about 300tt for labour.
 
if the wheel shakes whnever the car is moving, then inspect your wheels and tries and replace anything worn, warped broken or damamged. Replace a bent rim, or balance the rims and tires.

If the wheel shakes only when you are braking, then have your front pads replaced and your rotors turned or replaced.
 
Your FRONT brake rotors have excessive runout either from wear or rust. That's why you feel it in the steering wheel. I would suggest new pads and rotors for the front axle.
