When ever my car first starts (especially in cold weather) i have trouble steering the wheel when the car is not in motion, it sort of tightens up and emits this loud screeching noise as the steering wheel turns. This only happens when its first started. After driving for about 10-15 minutes my steering is fine even when not in motion. When i open the hood i see something spinning by one of the belts that stops as the screeching noise is emitted. I have no idea what it is, attached is a video of it happening. If anyone can help me diagnose this just so I have some idea of what it could cost to fix that would be great!
