Toyota Camry 1989 Brake Proportioning Valve Problem?

I had a brake problem where my car would tend to skid and fishtail when I brake hard suddenly. I gave the car to a mechanic and he asked me to replace the rotators and pads to fix the problem. But even with new original rotators and pads, my car still tends to spin / skid if I press the brakes really hard for an immediate stop.

I told this to my mechanic, who actually worked for Toyota. Now he's telling me that it is normal since my car doesn't have ABS. He also says that it is due to the fact the rear wheels doesn't carry much weight as the front wheels.

Could it be a Brake Proportioning Valve Problem instead? If so, how do I get it fixed? Do I need to ask the mechanic to replace the whole valve or adjusted it?
