Town zoning board charged $700 escrow for meeting, then $1K additional after! Can

they do that?!? We shouldn't have needed to go to the zoning board in the first place, it was a non-issue. The zoning board had us attend a meeting to get approval for opening a music studio in a commercial space with no possibilities of neighbors either hearing or complainng. We had to pay them $700 escrow and anything that isn't "used" will get returned. Well that's a relief, I wouldn't dare use the entire $700 for this non-issue, I'd just find a different place to rent.

Well, after the meeting (we got approved, we knew it was a non-issue), they sent us an invoice. Apparently they used up all the $700, and then some for such a simple short meeting with no contest. Adding the "cost" of phone calls and $150 per hour per person on the town zoning committee and other legal folks, they're telling me I need to pay $930 more! Actually they want me to pay $1,000 and they'll refund me later for whatever isn't "used" but only if I formally request it.

For real? Did I just write a blank check to the town so that I can attend a pointless meeting?

Any smart folks out there thinks this is wrong and think there's something I could be/should be doing about it except pay it?
