Top 11 Adult moments in 90?s cartoons

As many have mentioned, Rocko's Modern Life was a biggie. Many Nicktoons had their moments, but there are others like the Animaniacs and other WB Television Animation shows, and the early Cartoon Cartoons(look at Johnny Bravo or Cow And Chicken for instance). Come to think of it, if it was a comedy cartoon in the 90's, chances are it had innuendos at one point in time.

Ren & Stimpy
Rocko's Modern Life
early episodes of Rugrats
Hey Arnold!
Johnny Bravo
Cow & Chicken
Dexter's Lab
2 Stupid Dogs
many of the What-A-Cartoons
Spongebob (Though I would classify that as a 2000's cartoon)
Angry Beavers
Animaniacs
Tiny Toon Adventures
Freakazoid!

Those are the ones I can name off the top of my head, there are a few others I believe probably had suggestive humor in them(Aah! Real Monsters or Powerpuff Girls) but I can't say or remember enough for sure to classify them as such.
Not all of these cartoons even included innuendo, some of them just dealt with very dark themes. I remember a specific What-A-Cartoon that had a cat throw a party for stray cats while his abusive owner was out of the apartment but as soon as the guy came home with a date in tow, and saw all the cats destroying his apartment, he beat the living crap out of the cat, pretty graphically. I believe it ended with the police taking him away and the cat living with the girl he brought home. It was the kind of cartoon that only could have been aired during the 'Ren & Stimpy' era where the rules for children's cartoons weren't as strict and more creator driven.

yeah, The Critic did the Animaniacs. I am pretty sure Ren and Stimpy was so hardcore, they made an adult version that had 5 episodes. I want to see a website or something that list the inuendos, kinda like DG listed that one.

I only saw the Batman related ones on that list, but I can identify with all of them. Nineties television was awesome, and we got our lessons with minimal sugar coating.

I also remember Ren and Stimpy and their "electric fence" episode... XD

My mom would always reference The Rocky Horror Picture Show when she saw that part. :D She didn't seem to mind innuendos in the shows I watched, but she didn't like when they just flat out said the more risque things.
