Here's my list.
Daffy Duck (Looney Tunes)- Whether its wise-cracking Daffy or angry Daffy or butt of joke Daffy, he always makes me laugh and there has not been a single Daffy Duck cartoon where I have not laughed.
Bugs Bunny (Looney Tunes)-Always gets the better of his enemy(except on a few occasions). Bugs is the definition of a great cartoon character.
Monkey D. Luffy (One Piece)- Luffy never gives up, always comes through, and defeats his opponents in the cruelest way possible (letting them live knowing that they failed in their scheme). Luffy is a great protagonist, even more so than Goku.
Donald Duck (Donald Duck)-Don't make him mad, he'll become insanely funny!
Lisa Simpson (the Simpsons)- A great character with the most personality in the Simpsons.
The Joker (Batman)- In any incarnation, this guy is mad! And that's what makes him great.
Sgt. Major Kululu (Sgt. Frog)- Sadistic. Insane. Crazy! He makes Sgt. Frog really funny, and without him the show would not be nearly as good.
Stewie Griffin (Family Guy)- His personality seemingly changes every episode, but that diverse rabge of character keeps him fresh and likeable.
Kurama (Yu Yu Hakusho)- The most badass character on the show.
Don Patch (Bobobo-Bo Bo-Bobo) He's not the main character, but that does not make him any less insane and awsome as the others.

Daffy Duck: The looniest of the Looney Tunes characters certainly deserves a spot.
SpongeBob SquarePants: There's something about a naive kitchen sponge in a private school uniform that gets people's attention.
Bugs Bunny: One of the best developed Looney Tunes characters.
Zim: He's insane but too incompetent to pose a threat.
Scooby-Doo: Just one of my favorites.
Patrick Star: One of the best done stupid characters in years.
Mojo Jojo: How can you not like a character who constantly reiterates himself?
Ed (EEnE): Another great stupid character.
Yakko Warner: Just my favorite Warner brother.
Garfield: "Hey Heathcliff, eat your heart out!"

I think I'll participate, but I need to narrow down my many favorites to the required ten. :)

Considering this is supposed to be about the greatest cartoon chracters of all time, there sure are a lot of characters from cartoons made during the last decade in most peoples lists. Im not saying there is anything wrong with that, but it's just kinda noticeable...
 
Also thinking about it shouldn't we limit the list to characters who were created for animated shows, you know not count comic book, movies, games and so on. Yeah I know I picked Joker and Lex Luthor myself but I can change it. It just does not seem right if a Comic book character is in a best cartoon character countdown.

Now there would be exceptions like characters who were made originally for a cartoon even if it was for a Comic book based cartoon so Harley would still count.

Just out of curiosity, is there any particular reason that you mentioned The Charlie Brown and Snoopy Show instead of the Peanuts prime time specials? Or did you in fact meant the prime time specials but just mistook them for being collectively called "The charlie Brown and Snoopy Show?" (that name actually belongs to the short lived regular TV series, which is usually considered to be of lesser quality than the specials).
