Broly's an interesting guy, especially given the first movie. But I would have to fundamentally disagree with the second being better than the third. The second just meandered. There was too much of Goten and Trunks goofing around than actually fighting against Broly in an exceptionally intense manner. Then when Gohan appears the movie had killed so much time there really isn't much to do with the fighting.
At the very least the eleventh movie had that, despite the INCREDIBLY ridiculous premise. They actually FOUGHT against Broly (or at least... Bio-Broly) and did at the very least what I usually expect out of DBZ movies (rather vulgar base expectation I know, but it is DBZ). Plus it had #18, and I think in this world we need more #18.
