Ah, how refreshing it is to see this get a good roasting. In fact, I'll go so far as to say that the quality differences between Comic Party and Comic Party Revolution are useful illustrations of the writing problems that are currently plaguing a significant segment of the industry. The original wasn't all that special, but it was valid and credible and decent enough for what it was. Then this comes along, and it was a revolution all right--it overthrew nearly everything that was a draw for the original show. Because that always works. The comments about characters being reduced to gags are dead-on. The only one who doesn't suffer is Kazuki's friend Taishi, since he was always a bit of a nut with that "my brother!" stuff.
Incidentally, the most infamous case of this has to be Mizuki. As the review says, in the original series she's basically the normal girlfriend tolerating the whole otaku/manga-ka subculture. In Comic Party Revolution, what happens? The writers, in their infinite wisdom, decide to have some laughs by having her transform into a magical girl via a fanservicey transformation sequence. I'm sorry...what?!
Man, what bad memories. If I were making a top 10 list of the worst anime released on DVD this probably wouldn't make it, but it certainly wouldn't be too far off.
