Too soon to take that next 'physical' step?

I've been seeing a guy I really, really like for the past couple weeks. He is beautiful and intelligent...and I know he really likes me, too. He texts me all day and says the sweetest things to me. Has brought me flowers and taken me out a few times on wonderful dates. I'm 29 and have an apartment, and he's already stayed over a few nights (i think it's because I'm about to leave town for a few weeks and we'll miss each other a lot). He's a couple years older than me. But we'll be snuggled up or making out and he'll start to seem like he wants to do something more. One of the nights he stayed over we both slept without clothes. He's brought over some condoms and they're still in my bedroom, not used. I am not sure why this has happened a few times, but when we start to seem to get ready to have sex, he kinda pulls away and then we just cuddle. Why do you think he's doing this? I really want to, and I think he does as well...but should I hold out until I return to my city or do I keep trying to do things to drive him crazy so he doesn't stop before things are about to happen?
 
aww . hes just trying to see what your okay with doing . hes making sure you dont feel uncomfortable in your own home when hes there. personallly, before your trip , just ask him . are you ready to take things a little further , he'll get the memo and understand . just come out and ask him . its not that difficult :]
 
Don't try to manipulate him into not stopping. You guys are old enough to just talk about it. Maybe just while you're cuddling one night, gently bring up the subject. "Hey... I've been wondering lately..."He might be one of those guys that wants to wait until marriage. Or he may feel that it would be moving too fast for him. Or he has that much respect for you and just doesn't realize that you want it too.We can only guess here. Only he would know the reason for why he keeps stopping.
