too much fuel pressure will not let car run in 98' honda accord? why?

i have a 98 honda accord with 197,000 miles with new engine and plugs and wires, head, timing belt and water pump etc. now it has 150psi pressure pushing into the engine and it will not run. just replace the fuel pressure regulator. please help!
the car was working for 5 days then fuel ran low and now with not start after the pressure reg was replaced.
 
The fuel pressure regulator works by sending unneeded fuel back to the fuel tank via a return line.

Obstruction in the fuel return line. Could have happened during the engine change.

Look for a crushed or kinked fuel return line. Also something may have gotten in the fuel return line when it was disconnected during the engine change, but this is unlikely.

Fuel pressure regulator incorrectly installed. This is unlikely though because the fuel lines typically have different sized threads making it difficult to mix up the fuel supply and return lines.
