tobacco law in Arizona/Tucson?

I have a question , maybe somebody on here can give me an answer , i went to the shell gas station down the street today with my son that is 15 years old to buy me a pack of cigarettes the woman behind the counter said she needs my and my son's ID to do so i was wondering for what , my son had no ID with him so i went back home and got it , then i asked her what she need his ID for and that he is just 15 then she told me she can't sell me cigarettes because my son is with me and accused me of buying the cigarettes for him i was like excuse me ... i was getting mad because this never happend to me before , then she told me this is the Law here in Arizona /Tucson so i asked for the Manager because i was getting pissed and of course the Manager was not around so i made her call the Manager and she did , i talked to the Manager and she told me the same , that they don't know who my son was could be my husband or cousin now i was really pissed and hung up the phone and left went to another gas station and got my cigarettes without any problems , now my question is this true and legal ? and if not what can i do ? i tried to find something online but there is no such law ...WTF
