To make a drawing of a character or a situation from a novel, taking into?

consideration how the character or the situation are described in the novel, if the purpose of the drawing is just to hang it in your home and to use as an avatar on the Internet, do you still need permission from the owner of the copyrights of the novel?

I'd appreciate any links to U.S. Law, and International Law regarding this specific type of situation.
