tiny black dots on the outer tip of tongue

my husband is panamanian, dark race , and has these tiny dark dots all on the outer tip of his tongue,he wont go to doc and i am really instrested in knowing if its something i should worry about??
 
If he has always had these pigmentations, and has had no ill effects, I wouldn't worry.

If they appeared suddenly, and are causing unusual symptoms, I would check it out.
