I would say Vickie or Teddy Long because they were the two most entertaining GM's. But the victory goes to Teddy because he knows his role as the gm and makes good decisions

In my opinion, the best 3 are Stephanie McMahon, Paul Heyman & Teddy Long. However, I would choose Stephanie as the best of them all. Recently, I watched some episodes of Smackdown while she was still as the GM of Smackdown and she really did a great job. After Stephanie I say Teddy. He's the longest GM we've ever seen and I think there is a reason why. He has made a good job & tough decisions despite he's on probation right now. I don't know why he did this Vince McMahon. Teddy never abused from his power like Eric Bischoff did.

Vickie was by far the best. She got the best heat of any GM ever. Sad to see her go.
