This weeks announcement about investment in the Rail Network?

It was announced that 1,300 new carriages are to be purchased for the south east network to serve commuters in London. The old rolling stock will then be moved to the rest of the UK to ease overcrowding there.

Is it just me, or does this perfectly expose what is wrong with this country?
