This Verizon phone requires a data plan etc. etc.?

I am planning on joining my brother and sisters plan on verizon wireless. She has an env touch with the 9.99 data pkg. My bro has env3 (don't know if he has data package). The phone i want (samsung Rogue) requires a data pkg. of $9.99+ if my sister has a $9.99 data pkg on the plan would i still need to get a $9.99 data pkg for the rogue
 
yes you will... Verizon started that a few weeks ago. my family got two env's two days before the switchover and we dont have to have the 10$ package. Im seriously considering changing when my contract is up.
