You certainly don't want to run out, so I would cook 16. I assume you are adding either milk, cream, sour cream, and or butter which will increase the amount some, but not a lot. You should consider how many of these people are light eaters ....if the majority of your guests are young children, then I would not cook more than 12.

I buy a whole bag of potatoes and steam all of it so I have as much as I need ready to be mashed.

The potatoes that I didn't use go to the fridge for future dinners. Roll them in olive oil, sprinkle garlic powder, salt and parmesan chesse and roast them at 425 degrees until golden. The guys at home love them.
