This guy is keep standing outside my door and making snowmen in everyone gardens???

please read? OK, this might seem weird, but theres this guy thats on my road thats keep making snow-men in everyones gardens, and sometimes he stands out-side my door and stares into my window.
Yesterday, I was pretty sure that he had a knife sticking out of his coat.
I'm afraid to go out and say to him why is he doing that.
Why is he doing this? what should I do????
