Thinking of starting a Small Business from home?

Hi, I'm thinking of starting a small business from home providing a champagne breakfast. This is in Australia, what sort of a licence would I need to sell alcohol. Planning on all cold dishes, so don't need to keep things hot, would I have to go through the whole Licencing thing to do this, thanks
