They attack, but what are they looking at?

Why when some characters attack they shut there eyes? What is the point of this? In baseball, your told to keep your eye on the ball. (yes completely different thing, but its hard to ignore)

Some type of tradition?
This not including the characters who walk around with the fox-eye'd look.
 
This is in comic books as well as cartoons, I would think. Usually in Ameri-anime styled shows where the character is running at someone full blast with the speed lines in the background.
