There's a strange bug hangin around in the garden!?

At first we thought it was a wasp because it's yellow, an its a bit fluffy, BUT on closer inspection it seems to be a beetle of some sort. So its small, yellow, an te od bits of white fluff on it? Any ideas? Very strange!
