You're talking about a scope and era that is in no way comparable to the claims being made about 9/11.

Tuskegee, North Carolina, Guatemala, Stateville pen, MKULTRA, etc. The more of these similar "studies" or "tests" that come about, the less legitimacy there is in the comparison to 9/11 (or most other modern conspiracy hypotheses).
