There is brown stuff starting to come onto my fake plants in my fish tank? what is it?

It is brown algae ,it will not hurt a thing . You can increase the amount of light in the tank .That will reduce the brown and increase the green algae.In a few months it will balance out. It has nothing what so ever to do with Ick , Ick is a crusteasian parasite .
 
Its algae and fish poop you should clean it because it may spread to your whole tank and may cause ick and you should buy an algae cleaner fish.
 
algae, even on your glass, the algae form, clean them or buy an algae eater, they will eat it up quickly!
