The UN SC Resolution 1973 excludes a “foreign occupation force of any form

on any part of Libyan territory”? The UN SC Resolution 1973 excludes a “foreign occupation force of any form on any part of Libyan territory”. If a new SC resolution included the possibility of deploying ground forces in Libya, would that be legal under the UN Charter? Would such intervention be legitimate, and, if yes, under what conditions?

If anyone read Thomas Franck's would he say this is a legitmacy issue
