The Sims 3--where to find the Tragic Clown fish?

I've just gotten that as an opportunity, but I don't know where to find it. Where and how do I find this? And does it take a special kind of bait?

To find the tragic clown fish you can find it in the ocean.
Just click on "inspect water" and it should say if it is there or not.
To catch the clown fish you need to use watermelon as the bait.
