The plants in my garden aren't growing, what can I do?

I planted a small garden and put in yellow squash, bell peppers, tomatoes, jalapenos, sacred basil and rosemary. The bed it's in is 8x10 and in full sun. The plants aren't dying but they're not growing either. I have not fertilized because I thought since this is the first year the soil would still have all the nutrients and the man that tilled it for me said it was really good dark soil with a ton of worms (I don't know why the worms are a good sign!). It has been raining a lot so I don't know if the soil is too wet or what. Any suggestions?
I live in central western Pennsylvania.
 
Just because you have good dark soil doesn't mean it's totally rich in nutrience. I would suggest either an all purpose fertilizer (10-10-10) or one more specialized for vegetables. It wouldn't hurt. You could use the Miracle Grow for Tomatoes. It would be good for most all vegetables. You can use that every 7-14 days. You will DEFINITELY see a difference in the growth. I would suggest getting a soil test done as well. And don't forget to Lime. Your tomatoes need that especially.
