I think that's fairly common. If someone of the same ethnicity says something it can't really be taken as offensive and must therefore be being said with a degree of irony, or sense of camaraderie.
Or if you know the person well enough to understand that they are not being serious. I call all of my hun mates "hun" and would happily ask them if they are going to Mordor to watch the hun game this evening. None of them have ever expressed any annoyance. In fact after a while they will announce that they are getting tickets for the huns European game of their own volition.
My understanding was that it's OK so long as it ends with an "a", however "er" is unacceptable. Personally I would find it very difficult to say or even write either. I can't think of any occasion where I would say either (particularly "er") even if it was in company which thought it acceptable. True story.
