the law on car accidents?

i went out on my motorcycle and parked in a parent and toddler parking space at the supermarket (yes i know its not an appropriate space) and a guy in a car went to pull in but seen me so he stopped. then he reversed back and hit another car. i thought "geez is it that hard to look in your mirrors?". am i ok with the law? he didnt look behind him and accelerated which i think is his fault and i think if the other person claims off her insurance it would be the guy who reversed into her. if im involved, what penelty would i get? thanks
