The killing power of a plastic 6mm BB

Not to long ago i was in Wal-Mart trying to buy some airsoft BB's for my JG M5-A4 as i had run out from the previous game. I find a pack of 5k BBs for 10 bucks and i'm suprised because usually that amount of BBs anywhere else would cost about 15 dollars. I get to the counter and the guy behind the checkout asks for my I.D. so i show it to him and it turns out i have to be 18 to buy the damn things. But heres the kicker i can buy a pellet gun that can kill small animals along with the ammo for the damn thing, but if i want to buy plastic bbs that couldent kill much of anything i have to be 18 WHAT KINDA SHIT IS THAT?
