The fuse on my '98 Dodge Stratus blows when we attempt to start the car...HELP?

We have a 1998 Dodge Stratus. The ingnition switch fuse keeps blowing, and to keep using the car, we've been replacing the fuse. Now, even with a new ignition fuse, the car will not start, but just blows the new fuse. We don't want to have to take it to the shop, as the car is a piece of junk anyways. ;) Any advice is VERY appreciated.

p.s. Battery and starter have been checked, and everything tests out fine.
