The fuel pump on a 2000 Jeep Grand Cherokee Laredo 2 wheel drive?

You are looking at the fuel filter. It makes that noise because it is transfering sound from the tank. The pump is inside the tank. If you are able to start the vehicle then I don't think you have a pump problem.
 
I need to change out the fuel pump on my 2000 Jeep Grand Cherokee Laredo 2 wheel drive. All the professionals I call, and all the manuals are saying that in this particular vehicle, the fuel pump is located insides the fuel tank. But when I look under the car and start it up, there is a small cylinder object located outside in front of the fuel tank making a whirring sound for a minute like it has a motor in it. And it is in the proper position to be the fuel pump. I want to be able to replace this part without having to spend the $400 that everyone wants to charge me. Can anyone tell me what to do or make of this?

Has anyone run across this problem before?
