the engine in my chrysler sebing rocks back and forth ??!?

The main problem you have is this (Chrysler) that in it's self tells you the main problem.
Now to the other problem it will be the mount on the engine but their may be another problem as to what made the mount turn loose. If you have any leaks on your cooling system ie. antifreeze leaking it can get on the mounts and cause premature failure of your motor mounts.
 
ok so we bought this car not too long ago, just to kinda get us all to and from work... we kept feeling what we thought was a kick back. the whole car would jerk back and then push forward. so the other day my mom was checking the oil and my sis was in the car and she rocked the car back and forth to annoy my mom and my saw the whole engine rock back and forth with it, almost like it was teetering in the car, its not secure at all. so then this morning my mom told me dad and he said pull the car out and pull it in the other way so we can look at it today out of the sun, so as she turned around they kept the hood up and you could see the engine moving back and forth as she turned the car around.... how much would something like this cost? and whats the usual solution to this problem? do they just secure it? or is it very complicated?
 
this is a common problem for sebrings. there is a support bar that runs front to back under the middle of your engine. What happens is the two motor mounts that attach to this bar and stabilize the motor and trans. go bad. It will cost about $200 to fix and unless you have a 20 ton press in your garage, take it to a mechanic.

The mounts are pretty simple to replace with a jack, and some basic hand tools (big hand tools).
It should take about an hour to replace them at a mechanics shop.

You may not actually have a problem. Car engines are mounted to several elstomeric mounts(rubber) and some movement under the conditions you described is normal. If the movement is excessive or is accompanied by a clunk then you may need to replace one or more of your engine or transmission mounts. This is usually a straight forward procedure and not overly expensive.
