Did you ever sit down and actually read a Batman comic? A lot of it is dialogue. Makes the action moments more enjoyable. If you had non-stop action the whole god-damn time you'd have yourself a DC superhero vs supervillain clusterfuck.

With that said,
Read "The Long Halloween". Stories like that are why Batman writers focus on things like dialogue. Character development is key, if you can't appreciate that maybe you should go watch SpeedRacer.

"Hey, let's send microwaves out so that the water explodes and creates mist of a toxin, but ignore the fact that if we send microwaves out then the people, who are 78% water, would blow the fuck up!"

"Let's say that water systems aren't under pressure, so we can just break into the pipe and pour toxin in... oh, and let's put manhole covers on the water system" (Water systems are under pressure and have no manholes... when they broke into the pipe, that room they were in would have filled with water in about two minutes)
