The climate control on my 2001 Chrysler Town & Country doesn't work... Can you help?

It is one of those digital systems where it has the temperature control for the driver, passenger and rear.

This is what happens:

-The fan is at a set speed and can not be adjusted.

-The temperature can be adjusted though.

-When I try to turn off the system all together the blower kicks on full speed and blows out hot air. The digital displays are off but the blower still goes.

Please... anything will be of help. The shop is asking 100$ JUST to diagnose it.

If I can find out what it is on my own I can avoid this.
