I think it's rather naive to expect people with 0 wealth or credit history to be provided lesser schools with outdated text books and somehow create wealth. Especially with the rampant institutionalized prejudice of people with wealth against hiring you.

It does take some level of initial investment to produce wealth.
 
this is why there are many federal grants for low income and minorities to go to college. they have to put fourth the effort to get good grades and graduate.
