idk I'd say that's a poor example. Asians have had a continual flow of immigrants....if not an increasing flow. Their relatively recent gains I'd say are more the result of the recent influx of educated Asians from other areas around the globe.
I would agree with you though that the continuance of the old policy has created a cyclic problem with no end.
I was only asking because I think at the time of the end of slavery through the 50's/60's. There really was not a "good" solution IMO.
