The bike checks out clear at the dmv but it has no titlle. can i get a title in

Virginia if vin is clear? I am trading for the bike if the title can be aquired. He has bill o sale where is got it and has been very up front. Had no problem giving vin to run a dmv its not stolen i did check and the vin does fit the bike i did check that but not got by the dmv yet. the bike is a 2004 VTX 1300 or i would not fool with it i am giving a scooter and a 89 virago 250 both nice but his is as well.
 
wHAT HE DID IS ILLEGAL. hE SHOULD HAVE GOT A TITLE FOR THE BIKE WHEN HE BOUGHT IT. hE SHOULD THEN GIVE YOU THE TITLE IF YOU BUY IT. WITHOUT A TITLE ALL YOU ARE DOING IS BUYING YOURSELF TROUBLE. eITHER INSIST on a valid title or run, don't walk away from this deal.
