The app store on my iphone4 says facebook is installed but it isn't. how do i fix this?

I got an iphone4 today and was using the app store to get the facebook app except the internet kept going off and so the installation never went through. This happened around 3 times. Anyway so later that night I get a solid internet connection and I'm getting other apps, when i type to get facebook again it says its already installed on the phone. There is no app showing facebook, but in the settings it shows the facebook tab. I then synced the iphone apps with my computer but facebook didn't show there either so I was unable to uninstall it there and now I don't know what to do. Any help with as much description as possible will be appreciated.
 
Turn it all the way off then all the way back on and if that doesnt work it should fix by itself over night. If not plug is into your computer and install it there
