Texas law on child discipline?

Heres the story, mom and dad of a daughter split. The child sees the dad on the weekends. He spanks her for EVERYTHING that she does that he doesn't like. Now the child is scared to go to the fathers house and the mom has to take her there by the courts orders.

Now the child will not sleep at night unless it's in her moms bed, the little girl is in kindergaurden.

PLEASE let me know what to tell my friends who are in this situation.
