Testing procedure for diagnosing learning disabilities?

I live in KY. Does anyone know the method used to test for learning disabilities? I have a 9yr old daughter who is having trouble in math (cannot tell time, make change, round numbers, etc) however, she is doing well in reading she can read at 6th grade level. How are such disabilities diagnosed to identify a specific problem? No one at the school seems to be able to give me details about the process, nor how they will be able to help her.
 
schools don'tr generlaly tets for a specific disability--only eligiblity for special ed--teh classification would be specific learning disability....
