The only way to diagnose genital herpes is to have a lesion examined by a doctor. If you ever think that you have an outbreak you should get it checked out immediately.
I work in a dermatology office and YES, they CAN do a blood test and tell you if you have the herpes virus in your body. Your physician or a dermatologist can give you a requisition for the blood test.
