Terminal Phase in fish?

What does the term terminal phase mean in regards to fish, especially in wrasses. I have seen it used to describe wrasses, like (Australian Zig Zag Wrasse terminal phase.
 
A "terminal phase" is a transformation in which fish acquire a different coloration pattern, and, if female, switch sex as they mature. "Initial phase" is when they are young and color change or sex change either hasn't happened or won't happen.
Wrass fish are notorious for treminal phase color changes.
