Temporary Disability and Severance Pay...How does it work for the Army/Armed Forces?

My husband has been on temporary disability retired list and placed on perm. physical disability . It says on the paper work that he eligible for severance pay and he was awarded 10% disability and its saying that he will receive no further retirement checks... Can someone break this all down for me what and how to receive severance pay and what we can expect
