...neutralize urine odor? ? fecal matter is frozen enough, I think I can remove easily, but any good freshening/neutralizing ideas are more than welcome!!!!
 
Go to a local pet store and buy stuff that neutralizes that odor, or buy pee pads for the dog. They take in the scent.

you should probably get the dog booties or something if it's extremely cold. your dog is probably very uncomfortable right now.
 
I hope you are giving the dog with frozen poop a blanket or bed?
Vinegar will cut the smell and neutralize the odor.
Really wish your dog wasn't outside. :(
