While I do like more plot development, I don't think anime (at least not Shonen anime) is a good guide for story pacing. With the tendency to have fights last longer than an episode, a simple storyline could take over a year's worth of episodes.
Round about the second season, I noticed that the overdone slang was actually a character quirk of Jake's. He was a kid trying to fit into the every day culture of high school while being separated from it by his responsibilities. Of course he overused slang, it was the easiest trait of his classmates to imitate. And he started talking normally whenever it was time to get down to business. As long as he does that, I can't begrudge him his social life.
